No, five or so people that asked this question, the ATM that has a sign over the SCREEN that says "Out of Order", is not currently working.

One time, a man shouts loudly to me, when I have a huge line of people.

Him: "Excuse me.....excuse me miss.........EXCUSE ME"
Me: Yes?
Him: Is this thing working???
Me: NO, it's OUT of ORDER.


I mean, really, how much more straight forward can you get?

I suppose that it is possible, in some SCs' heads, that they believe this is the third ATM out of six, and the sign is telling them that it is in the area designated for the fifth ATM...hence, it is "Out Of Order..."

numerical order, that is.
