I used to work the reception desk for the company I'm with, and when we'd put in an ad that we were hiring, I'd be the first line to decide whether or not you seemed like a good candidate. I'd keep notes on people who called, in, too, in case they filled out an application later.
I would never presume to actually dispose of an application, however. The most I'd do is put a note on the front stating my observations.

You see she was having a lot of trouble hiring and keeping staff. This town was fairly affluent and most of the kids were getting a job for "the experience" not necessarily for the money since mumsy and daddy would pay for everything else. The problem she would run into was that the parents didn't take junior's job very seriously and had no problem pulling them out of work for every little family event or trip.
