Same basic idea. I just upped the ante by emptying their toner cartridge as well as their paper supply.

Yeah, but you can be prosecuted for actual damages for costing them money by making their fax machine go through toner and paper.

Blank pages don't actually use the paper and use no toner (so long as you don't send header info and don't have any marks on your scanning glass), so the most they can try to go after you for is tying up the line and making it so others couldn't send faxes. Generally speaking, there is almost no way to prove that there were actual damages.
