Because, when 'no shirt, no shoes, no service' came about, many women still wore dresses on a more regular basis.

So "no pants" was kind-of sexist. That is my guess. (or I am over-analyzing a joke again, which is something I rather enjoy )

I'm pretty sure it's more to do with guys not wearing shirts, either because they were near a beach, or just a hillbilly. That's also why they mention shoes; because people coming straight from a beach might be bare foot. And bottoms of some sort are required by law, unless we're talking about a nude beach, I guess.
