blas87, I think that you and I live in the same town and we share the same panhandler! (He's close to the Borders and the mall.)
The other day I saw a van drive up to him and he got in, so maybe he's got connections somewhere?
Other than that, I think I've seen a total of two panhandlers since I came to live in this town. I think so few of them come here because they'll have a better chance in some bigger city somewhere, so why bother coming to a town in WI that doesn't offer as much?
I'm not really bothered by panhandlers smoking, because I think that smokers would be more willing to give a cigarette than money, and also they understand what it's like to not have a cigarette when they wanted one. Plus, cigarettes seem like they'd be easy to come across.
