Enforcing the 20-or-less rule? I've been told don't enforce it (otherwise it's poor customer service, so take ANY customer) and do enforce it (because it's a theft issue).
Not manning the self-checkouts makes this a bad employee. Self-checks have a lot of shrink, so we're supposed to be monitoring and manning them at all times. Being distracted by other customers can be understandable, but standing off chit-chatting is unacceptable. We actually have a "list" with employees who can work self-checks. You have to be on the list because otherwise you aren't trusted to do your job. Some employees are offended because they were told they "talk too much". Sadly, I hate working the self-checks (booooring) and I'm on the list of people who can work the damn things.
Broomjockey, not for nothing, but maybe she thought you appeared suspicious? Did you give shifty-eyes glances left and right? Did you try to checkout with a cart completely full of items? I'm partly joking here, but we're instructed to never accuse alleged thieves (not suggesting you were one). We're supposed to be extra helpful and friendly and blame any "mis-scans" on the register instead of the customer (oooh, the register must have had trouble scanning those 12 DVDs you dropped into your bag without paying for
) If scammers and even regular customers know you're paying attention, they are much less likely to steal. So as annoying as it was, perhaps she was just trying to be diligent. Or perhaps she's simply annoying.

In other words, I wait...and wait...and wait...finally the clerk comes over, I walk over to her and "Oh that's okay"...and punches in her code to authorize. Yeah, just tell me your code and go take a break.
