    A card can also be declined if it is damaged. Depending on the equipment, the error message can be as precise as "Unable to read card - Might be damaged" to a vague "Transaction declined".

    But multiple occurrence of this on the same transaction tend to indicates that the people involved either are out of money or should really be more careful with their cards...

      I had my card get declined at Circuit City one time. I had done a store pickup of over $800, and remembered while I was there I needed to pick up some other things, which came to just under $100. Card declined, even though I knew I had plenty of room on it. About 1/2 hour later I get a call from my bank asking me if I had just been in CC making purchases. They said something about two high priced purchases from the same store within minutes trips the system to decline the card until it's verified.

        I will say that it is entirely possible to do this accidentally. When I drive the sedan, I am so used to the truck that my brain doesn't catch up until I am staring into this small, tight, completely inadequate trunk.
