I will always choose a product or sale based on the words "at least" or "starting at" over the words "up to", 'cuz I can tell you where I've had it "up to" with that practice.

Usually, when a commercial mentions something "starting at" it's usually referring to the price, rather than a quantity or anything... Go figure.
