Getting the fine paid by the guilty party, on the other hand...

(No, it's not always as easy as "judge fines the offender, offender must pay".)
You take 'em back to court for a judgment of contempt and the court can garnish their paycheck(s) and/or income tax refund.

      a) Don't know WTF the cops are talking about. An auto accident is an auto accident. What if a drunk driver careened into the hotel parking lot and hit a minivan full of kids? The cops wouldn't come out cause it "happend it the hotel parking lot?" Bullsh*t.

      b) If the damage is for less than $5000, take them to small claims court. If they don't show, you'll likely win in a summary judgement. If they do, they'll have to somehow prove it was your fault. If you have pictures of the damage, etc. you'll likely win.

Oh.. and go to corporate. Usually even hearing the word "lawsuit" and "accident" should spur them to immediate action. Trust me. I worked for a large company in the vacation/hospitality industry. Anytime a disgruntled guest pulled out the "L" word, corporate would investigate, even it was totally bogus and it was an SC complaining about something asinine. Whereas your complaint is totally legit.

Any signs of paint chips in the area where the collision had taken place?
SC: "Are you new or something?"
Me: "Yes. Your planet is very backwards I hope you realize."

Word of advice to those needing police assistance in the case of a crime:
If they balk at actually doing anything, keep at them. My work had to badger the local cops to get them to bother investigating a case of attempted check fraud. They reasoned that since it wasn't successful that they shouldn't have to be bothered about it.

Although, bear in mind that they don't actually have any responsibility to help you if they feel like being assholes. "Protect and serve" is only a motto, not a job description, unfortunately.

And always remember that pictures (even lousy cellphone ones) are your friends.

Besides, it is, originally, only the motto of the LAPD. According to Wikipedia, Detroit's is "Making Detroit a Safer Place to Live, Work, and Visit" and San Francisco's is "Oro en Paz, Fierro en Guerra", New York's is "Fidelis ad Mortem".

Hollywood helping, though, most police department that didn't have a motto yet decided to adopt it, or a variation thereof, as theirs. Like the Chicago PD's motto is "We Serve and Protect" and the Minneapolis PD's is "To Protect with Courage, To Serve with Compassion".
"I am not able rightly to apprehend the kind of confusion of ideas that could provoke such a question."

And members of the Decepticon Police Force (AKA Barricade) have "To punish and enslave..." *G*

In any case, as a slight addendum to my suggestion for trying to get on a TV Small claims court show, one little known advantage to those shows is that the show pays out all the rewards in the end. But of course it would take awhile to get that far; some of the other suggestions in the thread are probably better.
