To be fair the equipment for handling different snowfalls changes from state to state. In the North they have big bruisers of machines and put so much salt on the roads the horses and cows can still get their supplement by licking the roads during the summer. Now in the southern states they don't have any equipment because it will just sit in the garage and rust until the stars align, Cthulhu awakens, and they need to bust out the machinery. For most states under those conditions that is simply wasted money. So they have lower standards.
