Hmm, I'm not sure. I got the impression he was "special", not doped. Low IQ but not so low he couldn't hold a basic job like bagging groceries and collecting carts from the lot. The way he was protesting that it wasn't his fault definitely put me more in mind of a childlike protest than drunk or drugged protest. If you've ever interacted with someone who is borderline retarded you likely know what I'm talking about. That was partly why I made sure I told him and the manager that I did not think he did maliciously ("on purpose" for his benefit) and that I was not trying to get him fired.
