Watch where you are going!

I was on my home with my mom in the car and we came to an intersection that is a two-way stop. Our direction of travel had no stop sign and as I was going straight my turn signal was not on. As we approached the intersection a smaller SUV began to slow down but was not stopping behind the line and was nearly completely past it when I laid on the horn. The driver then looked up and left while applying the break. She wasn't even looking at the dang road. She was reaching for something it seemed to me. Now, had she come to a complete stop there would have been no trouble, thankfully no accident occurred.
But seriously EYES ON THE ROAD!
