In a situation like this, where the person applying clearly doesn't have the minimum qualifications for the job (i.e. they don't want a job, just a signature so they can keep getting pogey), can the interviewer refuse to sign the form? Of course, in a TRULY just world, the interviewer would report it to the UI office.
