Sounds like the SC who came to the pizza place where I used to work, moaning about a clump of hair in her pizza. When my boss examined it, the hair was thick and black. He looked at the SC meaningfully (her hair was black) and then looked at me and my two fellow pizza drones. My hair was short and pink, one girl had short red hair and the other had long blonde hair. Without even a word being the spoken, the SC knew she'd been rumbled, muttered, "Never mind," and ran out the store. XD

We had the same setup back at DaddyJim's Pizza. No sales of raw anything, *period*. Our license, and out insurance, prohibited it.

It wouldn't surprise me if the order-taker in the OP's story was clearly told that the store could not sell him raw food, and that he simply "chose" not to hear nor acknowledge the advisory. He was probably hoping to get at least one of those pies for free.

The problem was is that the SC ordered over the internet BUT apparently "forgot" to include a "note or special instruction" for one to NOT be cooked

IN addition we are not even allowed by rules (county/state/corp./insurance) from even storing non store items in our cooler or freezer such as Birthday cakes brought in for a B-Day party.
