And you just know he'll be whining to anyone who will listen about how he was "ripped off" by both the gas station who had it towed and the impound lot, and finally that it "wasn't his fault" that he punched a cop because everyone was ganging up on him for something ridiculous like a little ol' parking problem.

He definitely knew it was leaking when he brought it in. Probably filled it up and noticed the leak and was scared to drive it so just left it there for you to deal with (without saying anything) while he went to his meeting. At a minimum he should have said something.
If it was me I would have gone in and explained the situation "I was just filling up my car and noticed my gas tank is leaking. Don't really want to drive it right now. I'll call a tow truck to get it to a repair shop but what should I do with it in the meantime?"
