As for check fraud, being able to have designs really doesn't make it any more or less. Especially when you consider that the favorite thing to forge right now are cashiers checks, which are supposed to be the last haven for guaranteed promissory notes. The really important parts of the check are the name, the routing information, and the signature. Most of the rest of it is all just filler.
As for why a person would want to buy a checkbook rather than getting one from their bank? Individuality. My last checkbooks had cute endangered animal babies on them. If I could have found them again this time around, I would have gone with a pawprint theme, but since I couldn't I went with pink camo, partially inspired by GK, but mostly because I'm just like that.

For instance, if it's perforated on more than one side, someone clearly just printed out a sheet full of fake checks. The problem is the cashiers that don't know any better, but our check policy is already so strict there's nothing much else we can do about that. And it is understandable when they don't know any better.
No matter what is written by the date. Most proof operators are supposed to look for wording like that and the bank/company gets charged for accepting that check if found.
