University type housing is a whole different animal from your usual multi-housing place. I used to run a VERY small place about 2 blocks from the university, and oh yes we had internet. Well, sort of. The boss there, who has the attention span of a mosquito on cocaine, though it would be a brilliant idea to set up a network on the property specifically for the residents. A great idea really, except for one or two things, like the buildings were so oddly laid out that the signal could not get all the way from the end units to the cabinet. Also one of the buildings was detached from the other 2 and there was no conceivable way to make CAT5 cables stretch that far while protecting them from the elements. Oh yes! The cherry on that sundae from hell was also the fact that the guy he hired to do this extensive project was a bona-fide CRACK ADDICT that stole all the equipment he could carry and was never heard from again.
After that snafu bossman figured the next best thing would be an UNSECURE wireless network. To this day whenever I hear the word Wi-Fi I let out a shriek of ultimate suffering Princess Bride style. Anyhoo, those university type places need to find any way they can to justify charging $800 a month and up for one room in a place shared with at least 3 (usually more) other people who may or may not mistake your bedroom for the toilet after drinking an entire bottle of goldschlager.
