i'd definitely say ban them. and then add some insult to the injury and send them an official letter detailing why they are banned.

and if he perhaps decides to get even again with a poo-letter... that's mail tampering and a federal offense.

I agree ban that asshole (pun intended) AND send the bill for the balance. If there is still no payment turn it over to the suckiest collection agency you can find. Let them deal with this infantile jerk.
