Actually, there's probably an opt-out clause, where if costs are too high, or the manuscript isn't up to snuff, the publisher can back out. I know we have something similar.

When a buddy of mine got his first role-playing game book published, it was over a year and a half from the time the manuscript was turned in to the time it was printed.
