At my store we have outlets at the end of each aisle (front and back) for the cleaners and to plug in refrigerated or lighted displays, etc.

Once someone plugged in their phone and hid it behind some merch. It was discovered when some kept calling it and calling it and calling it when the ring tom was some profanity laced rap song. Had they shut off the ringer we wouldn't have cared, but we removed it and put it behind the service desk (shut off of course and not plugged in)

Seriously though, the sneaking around the counter tactic is dumb because it makes them look like they're doing something wrong. They deserve getting denied for that alone.

THEN asks me if there is a spare outlet for him to charge his phone for 5 minutes. I tell him no, and he pesters me where he could find an outlet. I tell him 'I don't know" and he goes off angry.

oddly enough the local mall here has rapid cell phone charging "kiosks" you put in money select your phone type and after plugging it in-5 minutes later your phone is charged....

That's a hell of a good idea. How much do they cost, do you know?
