Fitting rooms are not...

Maybe they think it's like The Sims 2 where they can "woohoo" in the fitting rooms? (I kid you not, you can WooHoo in the following locations: the hot tub, a car (I think?), the bed, the elevator and the changing room)

WooHooing in places like that (and yes in the fitting room) IRL can be fun! I like a good thrill. *runs and ducks from OP's wrath*

I used to work with this one lady who had a 2nd part time job at a tanning salon (and mind you, this was at the athletic club, not just an Anytime Fitness or piddly tanning salon with old beds like the one I go to) and she more than once found that people had peed in the garbage or on the floor in the rooms.

And to add more here....there is a reason that unless I am absolutely unsure of the fit, I just buy clothes and return them if they don't fit.
