It's actually the mall-wide policy. Since the mall is private property, like one's home, it's at our discretion. If someone were in your house and did, said or wore something offensive, you'd be within your right to ask them to leave. Same here. I suppose it could also be for their safety. If it was something especially offensive, it could very well start a fight. We're not forcing our opinions on anyone, nor trying to squelch their fashion sense or any message they may be trying to make, but the truth is, we're trying to keep everyone in the mall happy, and if that means making the person wearing the shirt unhappy, that's the choice we have to make; there's many other venues they can their clothing of choice at. And he did have a choice. Flip the shirt, change or leave. He chose to leave.
Many places have dress codes, and being private property that is their right; restaurants, clubs, schools, etc. We've only had maybe 3-issues with clothing in the past 2-years. Strangely enough, I think every time it has been a shirt saying the very same phrase I was posting about!
