Actually, yes, it is! A friend of mine has a small side business renting out portable saunas for parties. He brings them out the day before--they are permanently mounted on a trailer--and fills them from the garden hose. Let them heat up overnight, and they are nice and warm for the next day! We rented one from him for a weekend party once. I think it was only about $100 for the weekend, and that included delivery and pick-up of about 75 miles one way.

Running a brothel is illegal in the UK. Prostitution isn't (ie taking money for sexual services). So the 'gentleman' in question charges for a sauna, drink and companionship. The ladies charge for 'extras'.

I was under the impression that walking the streets, running a brothel, asking someone to pay you to have sex, and offering to pay someone to have sex with you were all illegal, but actually paying for sex was not.

That is pretty much it. Offereing sex for payment is only illegal in public though.
