The odd thing is, my local po-po uses 911 as their general number for most things -- I have even looked up the department I wanted to speak to so that I could get them directly (just to report a minor, non-emergency theft that was discovered after the fact), and they (politely) told me to hang up and call 911 instead, and just begin the call with the words "This is a non-emergency call"
Depending on jurisdiction, the general non-emergency number at the 911 probably gets answered in the same PSAP(Public Safety Answering Point). I know the neighboring town is set up that way, but the non-emergency number is basically a lower priority call for them to answer. More specific numbers (traffic, detectives, etc.) get routed directly to the specific department.

TL : I'm a customer and I'll do what I want!! Now, open these doors!!
As we aren't open, you CANNOT possibly be a customer.

Even if you were one, you CANNOT "do what you want" - we have the right of refusal, we CAN AND WILL refuse service to anyone who is rude, offensive or disrespectful to staff.

You CAN call the police - they will only laugh at you.
You CAN call a lawyer, but they too will laugh at you AND send you a bill whilst doing so.

Seeing as you are NOT a customer, we CAN tell you to get those kids to bed, or we'll inform Child Care Services & at the same time we CAN tell you to "Golf Hook Yourself"
