That manager that made you take the sign down in the OP. One of two things should happen.

    1) He should be fired immediatly.
    2) He should be instantly demoted to "new hire" and start at the bottom all over again.
Either of those would be acceptable to me
That would be kind of tough, since it wasn't a hired manager.....

At one glorious time we had a sign up telling customers to get off the phone while they were at the counter, but our dear Owner made us take it down because he thought it might drive away business.
Kind of hard to fire or demote the guy who owns the place and signs the paychecks!

My solution is this: Simply ask the manager, "would you prefer to keep one (inconsiderate) customer and lose three existing customers, or keep three existing customers and lose one customer? If the cell phones stay, the customers go away..." (I didn't originally mean that to rhyme, but i guess it works out in a "Cochran-esque" kind of way.)

It's called a take-over and it is has been done before.

And if that's what teenagers' jobs are, to get liquor and get into trouble, I must admit, I never did any of that.
Customers should always be served . . . to the nearest great white.

It's okay. There are lots of people who don't do their jobs!
