That was a good one. If it was me, part of me probably would be hoping that he did hear that so you won't have to see the jerk again.
As for your manager, yeah, I'd call Corporate and report him if you can. How can anyone be so spineless? I bet he does this with every customer who gets rude, and guess what? They're gonna tell other customers, "Hey, go to this place and get really mad and rude, and ask to speak to the manager, and you'll get free food!" He needs to be fired. NOW.

Some bars around here do offer free chicken wings, but it's only during happy hour, and advertised in the bar. They're set out on the bar or a special table. It's not a "surprise, here you go!" kind of thing.
