Attempting fraud you have to prove. The under-18 is something he'd have to disprove.

What he's doing is essentially fraud. Call his mother. I know if my brother or I ever tried this kind of stuff, our mother would've ripped the phone jacks out of the wall rather than let us have the Internet anymore.

i'd say ban him for real
if anything he'll probably make a new account to get around your ban... so then you can open a case with paypal against him for harassment.
