Those are great rules and very sensible. What did the hotel do if a dog owner refused to return and deal with his noisy pet?

All part of the pet agreement that was signed by the guest. Animal Control was called and pet was shipped to a nearby kennel house where the customer pay'd for a days worth of kennel fees minimum and were required to pay for their stay if they still wished to stay longer at the hotel. (Kennel Billed us, we billed guest)

While I was working there. it was only invoked once. Big Arse Rottweiler wouldn't shut up . It's owner was in town for a Business conference and couldn't stay anywhere else since the town was booked up.
Had no choice by to pay the fees of the kennel.

The funny part of it is. He came back next year for the conference again; and this time he PRE-BOOKED the dog into the same kennel!
