hmmm that could be nice for "survey companies" that call me back after i tell them "no thank you"

maybe next time they call i'll stay on the line long enough to get contact information (if i can) and then report them to the FTC
Don't think it would work for them.

Helpful link. The important bits are mainly in 3, 4, 8, and 9.

Though now that I look at it, it may not apply to the situation described in the thread, either, since while it's a business call in regards to a service, it's not telemarketing. Still, remains a good excuse for not bothering.

So what happens to his computer between now and when he decides he wants it back (fixed for free of course!)?

we watch it collect dust and at it until it's time to process it for recycling.

the paperwork he filled out states that policy too so... if he changes his mind after the deadline he won't have anything to pick up.

At that point, it would sure make a fine Christmas gift to someone at Make-A-Wish. If it won't be used, why not donate it to a good cause?

corporate policy is strict on that - they have to recycle the abandoned units.
(if i did otherwise with a unit i would be looking for a new job, assuming they didn't try to call it theft and press charges)

One guess would be customer data on the computer - corp. doesn't want to be liable for it.

Still applies. If you have a business relationship and then tell the business to do exotic and improbably things to themselves and never call again, they cannot do so unless there is a new business relationship that arises after the DNC command, in which case, the callee would have to issue another command to stop calling.

However, the company in this case might wish to send a postcard to the SC, just to stave off any liability for keeping the machine as abandoned, since you're supposed to do that for abandoned property, anyway.
