    Lights flashing are one thing, and depending on the model and manufacturer, a certain flashing light sequence means one thing. If it was flashing in a way the manufacturer did not intend or indicate it would, there you go. On top of that it was very strange to be able to send and recieve email if you couldn't pull up a webpage, as the computer was atleast getting an IP address. To clarify my statement, you can have no trouble with the tv and still have issues with cable modem signal. But if you see any loss of signal on digital tv or lose all picture, that's an example of a bigger problem. A reported outage, depending on the company, must consist of 10-20% of cablemodems reporting offline on the same card or connection that yours is on. You may experience problems at your house by itself and noone else is reporting problems. If the modem was showing a weird light sequence, and you could do one part of the net, such as email, then I would suspect the modem is bad and suggest that you replace it at the local office. He may have been unsure or has been directed to always suggest you have a technician swap it out.
