Okay, I clicked start, now what? Oh wait an Authorized User menu appears (thats the username on this computer x_x)

Okay, click shut down at the bottom left of that menu.

The bottom left says 3:40 PM.

Oh, ok, so I have to click it?

Yes, click it then click restart in the menu that appears

Okay, a new box is open, which do I select?

So, it's not suspend?

Okay, and it's not shut down?

If it doesn't work the first time, click it a dozen more times.

I see this al the time - 20 copies of the same thing on the printer, 20 instances of Outlook in the task manager...

But - that person is a SC in many ways, not only are they not paying attention to you, they're not listening and trying to make up their own way!
