Maybe not. Maybe it's only in America, England, Canada, Australia, Antartica, etc had bad customers. This place will be special. Only honest customers go there.
I also like the fact they say they'll be extra careful on beer.
I reckon they've done the sums, worked out that they will probably attract more money than they will lose by this, and made a marketing plan out of it. I just pity the workers who have to put up with smug bastards saying it wasn't as they expected night after night.
One has to wonder if they do have any rules in place? Like, if you come 3 times in a row, and all three times you say it wasn't what you expected, are you then banned? Or you have to pay 50%?
I think a good rule would be that if you returned the same item on two occasions* that you would then be barred from purchasing that item in future. Membership cards or club cards of some sort would be necessary to enforce a rule like this, but many people get those even when they're not required. Also, make a point of "not telling" the customers this (put it in the fine print of the membership applications) so that you catch the real scammers early.
* Two occasions out of two, otherwise known as "every time". If you only return it on two occasions out of twenty, then you're obviously legit.
