I believe it's a sprite someone did for Beat-Agent, which I think was a dance-themed video game for the DS.

I have an old flash animation of one place where it was stolen from, give me a few minutes..

The worst are when the one with the brown hair is doing the twisty motion, and when the trio is doing the sidestep bit is a close second.

As for the sonic version... it's pretty bland. And the sync is off.
