Sunday-first and Monday-first conventions both make sense in different contexts, but you do have to be consistent.

Most months cover 5 distinct weeks of the year. A fair number cover 6 (eg. any month - except February - starting on the last day of the week and/or ending on the first day of the week), and very rarely you'll get one exactly covering 4 weeks (a non-leap February starting on the first day of the week).

Since you're likely to get about three months in each year covering six rows, it only makes sense to allow for six rows, and use the inevitable blank spaces for something vaguely useful.

Another possibility is to arrange the rows diagonally. This geometrically ensures that, in the vertical dimension, each day-rhombus begins and ends on the same point for every month, and in the horizontal dimension, each day of the week is in a consistent place too. You only have to allow for (31+7)/7 row-heights, and the shorter months don't leave much extra blank space vertically.
