It's one stairwell, it goes up and down depending on your legs. Same with the elevator which is right next to the stairs.

On occasion, I've taken the elevator in my building to the basement (parking garage), and when the door opened someone would ask if the elevator was going up. Of course it was - since it was already at the lowest level.
