    Where I used to live they actually had a bylaw where you could be fined for splashing pedestrians. I thought that was great until it happened to me one day. I memorized the plate and called the non emerg police number and got put thru to someone who pretty much told me that unless I was wearing something that needed drycleaning there was nothing they could do. OMFG SORRY I WASN'T WEARING MY EXPENSIVE BUSINESS SUIT AND GUCCI HANDBAG AND PRADA FUCKING SHOES WHILE I WAS OUT SCHLEPPING TODAY!!!! I'm sure if I owned anything worthwhile dry cleaning, I would have been schlepping in a freaking car!

    Exact quote of the by-law:While driving, it is not only very rude, but it is also prohibited to splash water, snow or mud on a pedestrian.

      Translation: If you aren't rich enough to routinely wear clothes that need drycleaning, you aren't important enough for me to put down the donut and do my job.
