I believe it's a reference to this fun little tune.

XCashier is correct, it's a reference to the Buffett song "Fruitcakes," which basically is about people being weird and goofy. In a sense, it's very much about Key West and its population, where Buffett spent much of his early career, and where we still have the very first Margaritaville. The song doesn't reference KW directly, and it's definitely about weirdos from everywhere, but there is no way KW didn't have a big influence on Buffett writing the song.

So for a Parrothead living in KW, the license plate is rather apropos. Even more so when you know that her boyfriend was Buffett's right hand man for about 15 years.

It was "WHAT THE".

The car it was attached to?

A limousine hire-car that had been kitted up to look like the BATMOBILE.

Sadly, I was too slow to get my phone out to snap a picture of it before it was gone.

Of British vanity plates, the best one I've seen was on a Volvo 244 estate car - it must have belonged to a doctor, as the plate read F 151 SHN - if you don't get it, tell me & I'll clarify.
