What kind of restaurant opens at 6:00 AM? Or is that just when the employees arrive?

I called the restaurant at quarter after 2 this afternoon looking for Betty. We still need her and her husband to come in and talk with us about their plans for the business, paying property tax, sales tax, etc. The employee who answered the phone says "Betty does not work this late."

The restaurant opens at 6 am. That says that Betty works less than an 8-hour shift. Well, maybe just an 8-hour shift, or slightly more, but certainly not the sort of shift I would expect from the owner of a failing small business.
I wasn't able to reach Betty at her home or cell number, either. She probably sees the bank's number and ignores it.

I talked to Betty again yesterday, trying to convince her to come in and go over her situation with us. She was somehow able to convince the local credit union to lend her the $38,000 to pay the state sales taxes. Her husband put up some collateral (probably logging equipment). I told her we still need them to come in and talk with us about how they intend to pay the rest of the liens and the property taxes. She claimed the tax liens were supposed to be paid off with her repayment plan from the chapter 11 bankruptcy she filed several years ago. She said she'd contact her lawyer about that. Which, yeah, some of the tax liens go back to 2005, but some were filed as recently as 2017 and 2018.
I asked her several times during that call to schedule a time for her and her husband to come in to talk with us, and she waffled each time. The last time, she said her husband was out in the woods until at least the end of the month trying to get timber out before the thaw. <sigh>
I guess on the good side, they should have some income from the sale of timber to pay property taxes with.

The State must be keeping after her, because Betty called today asking how much we could lend her and how long it would take. She said the person from the State wanted to know. I told her we still need her and her husband to come in with the documentation of how much they owe and preferably updated income tax returns to show what income they (don't) have. She said she'll call back to schedule an appointment.
It's almost certain the bank won't lend her any more money, but we'd like to know how far in the hole she is.

We have told Betty the past few years that we wouldn't advance any more funds to pay her past due property taxes, so it makes sense she thought that we wouldn't lend her $38,000 to pay the state. And we probably won't. But since she didn't even apply...
I suspect what happened is she missed several payments on her repayment plan for the sales tax lien, and the state asked her if she could take out a loan to pay back the rest. She told them there's no way, and they told her she needed to get a denial letter to prove it.
It's bad any way you slice it.

Oh dear
The request for a letter claiming a loan request she never asked for sounds like she has been delaying people by claiming she was trying to get a loan and she just had to wait on the bank, but meanwhile she never contacted the bank about a loan.
If she had been doing this for too many people she can be hit from multiple directions at the same time when the whole house of cards collapses.
