A handling fee that large is probably very much against ebay policy.
That large on something as small as a main board for a TV would definitely raise flags. I wouldn't even joke to the guy about it because it would give him hope that I would actually ship to him.

It would probably cause the OP to lose seller protection and automatically lose an item not received dispute, even if it's fraudulent.
Seller protection generally doesn't apply to transactions where the item is paid for by person A but is to be shipped to person B who then ships it to person A.
If the address is verified in PayPal, it doesn't matter who it belongs to. My work has an arrangement with a gentleman to have his products shipped to our address. Then again, I have all of my own items shipped to my work address, too. If the address is verified, then the seller is as protected as a seller can ever be with PayPal payments, which is a lot less than most people like to think, but no worse than with any other form of payment barring cash.

The dumb thing is, I linked him to other sites that had what he needed! I didn't just go "no, eff off." I tried helping him. But nooooooooooooo!
I blocked him after the 2nd email, so he couldn't bid. eBay just blocked him from speaking to me.
Canada IS above Florida, you just have a very flexible definition of "above".

If he is so mad about your products, why doesn't he use a parcel service like this?
It will cost him a bit more, but it will solve his problem.
If he buys on the website, he might be able to get away with that. If attempts to create another account on eBay, he won't be able to use it as the address in PayPal must be in the US.
