      Best offer - best offers are not binding on the seller no matter what. The seller can always reject them. I hate people who try to beat you into doing what they want.

      Thirteen cents - use paypal shipping to print your postage - they have (by default!) the option to not print the postage on the label. It saves ever so much trouble with this kind of knucklehead.
