Heck Appleton is already a bedroom community for Milwuakee as it is according to my sister who has lived there for almost 30 years

I don't think it will ever get that bad...

Moon Unit, FWIW, has lived in both cities and vastly prefers Appleton to Green Bay. I probably would as well. Appleton seems to have more going for it these days.
