Ok, let me be more specific.
Yes a REAL COP, yes I went to his supervisor at the PD. That supervisor told me off and sided with is officer.
I've had other issues with that police department like them siding with a rapist stalker, or when told about an attempted rape it was my fault for the way I flip my hair, etc.
Like I said, the Good Ole Boy system.
There should be a formal complaints system in place.

You've attempted to resolve it informally yet not had a satisfactory response, you need to take it higher.

I'm giving this advice as if it were a UK officer (as that's the sytem I'm familiar with) however I'm sure there are some parallels.
A PSA, if I may, as well as another.

have you ever gotten a ticket while going through a drive-thru?

wanna guess what I've gotten before

oh yeah, I can believe you have stories to tell...
Ok, Smiley, this is a story I want to hear.

As for the idling laws, only place I've seen it so far was on a freeway in Manhattan. Multiple lanes each way, and signs posted stating that if you've been idling for at least three minutes, you need to shut your engine off. I assume it's to tackle pollution during rush hour when you really are sitting still for a long time.

...starting up a car causes more pollution in the process of turning it over than running it at idle for several minutes. (I could be wrong)
People have different time frames for this, ranging from 5 minutes to 5 seconds. It's actually 10 seconds for most cars:
            http://www.consumerenergycenter.org/myths/idling.html

For cars with good engines it tends to be closer to 8 seconds. I'm not aware of any cars where idling for 30 seconds is cheaper than a shut off. Just for the record, shrug.

That is downright awful and disgusting. I can't believe the cops you complained to are so stupid. I mean, really?

I'm sorry about the loitering thing, someone needs to explain the different between loitering and waiting, and being early for good seats vs being rushed for the movie. Alas. That cop is a douchewaffle. But to not take an attempted rape seriously is gross misconduct and goes against their duty! People should PAY ATTENTION to reports like that, else what's the point in the police?! If they don't take reports seriously, crimes aren't prevented! Gah!*

DEFINITELY. I would certainly contact the newspaper about this. It's not a front page story, but it is a good way to let the town be aware of the current law problem you seem to have. I normally hate letters to the editor because people writing don't always think before putting words on paper, but that's always a last-ditch-effort.

            This sucks and I'm sorry.

*I think I'm especially annoyed because rape is a huge crime in my area.

So coming early was so you'd just get the seat you wanted.
That's what I meant, I just assumed it was sold out.

With those shows, they had two theaters (with about 240 seats if that) with the same start times. Basically you got to pick the theater as well as the seat, and tickets were pre-sold. So it wasn't as important time wise as say it was in the city near us.
